Supervisory Culture

As part of the reorganisation of the Swiss Federal Office of Energy (SFOE) at the end of 2013, various supervisory organisations were merged into the new Supervision and Safety Division. The individual organisations were previously affiliated to other divisions or were newly created as part of the reorganisation. The individual, newly merged supervisory areas have different histories, mandates, responsibilities and legal legitimacies. The different supervisory areas have different structures and different processes. As an overall organisation, the SFOE has a uniform mission statement. In an organisational development process, the SFOE’s ASI intends to develop a clear understanding of a uniform supervisory culture and clear guiding principles without changing the existing structures.

 

The aim of this project was to develop a common understanding of the SFOE’s supervisory culture in form of a mission statement and furthermore derive a supervisory strategy for the Supervision and Safety Division. The aim was to strengthen the existing direct management culture, which is based on trust, motivation and an open culture of error, in development processes. With the participatory process, the aim was to integrate different opinions, to gain new ideas by combining different perspectives and to guarantee a high degree of sustainability to adopt the findings by consensus. The project thus built on the experiences and ideas of the participants and put the moderation of the process in the foreground.
